Risk assessment

Everland has identified several material risks associated with the Cajambre REDD+ project that require close monitoring and strategic mitigation. A key challenge is the absence of centralized and systematized project information, which can hinder transparency, institutional memory, and effective oversight. To address this, the project is working toward improving documentation systems and internal reporting mechanisms, with ongoing support from Fondo Acción.

Another critical issue is the volatile security situation in the territory, characterized by the presence of armed groups and landmines in some zones. This context poses risks to the safety of project staff and community members, limits field access, and compromises regular biodiversity monitoring and technical verification. As a mitigation strategy, the project has adopted adaptive monitoring protocols that prioritize safety, conducting activities in urban areas when needed, and documenting limitations transparently in official reports.

Furthermore, there are sensitive dynamics around financial transparency at the community level. While the Consejo Comunitario manages REDD+ resources and reports on implementation, security risks have led to a practice of not disclosing detailed budget figures widely. This precaution aims to protect community leaders from targeted threats. However, it has also created barriers for open community oversight (veeduría). The project recognizes this tension and is working to enhance trust through percentage-based reporting, community feedback spaces, and continuous capacity building in financial governance.

Despite these challenges, the project maintains a strong foundation in community legitimacy and is actively seeking institutional partnerships to bolster resilience. Continued investment in territorial security, data systematization, and transparent yet safe accountability practices will be essential for mitigating reputational and operational risks in the long term.
